Talk to a Procurement SpecialistWhy Use a Cooperative Contract?
Cooperative purchasing contracts are competitively bid and publicly awarded — meaning the government has already vetted the vendor and negotiated favorable terms. Your agency inherits that work.
Faster Procurement
Eliminate months of competitive bidding. Execute a purchase order directly against an existing contract in days, not quarters.
Pre-Vetted Vendor
MVS360 has already passed the cooperative's procurement standards, financial reviews, and compliance checks — including TX-RAMP certification.
Pre-Negotiated Pricing
Contract pricing has been negotiated at scale. Your agency benefits from volume rates without needing to negotiate independently.

How to Buy — Step by Step
Most agencies can complete a procurement in 5 straightforward steps.
Identify Your Eligible Vehicle
Use the eligibility matrix above to confirm which cooperative contract applies to your entity type and state. Texas state agencies typically use DIR DBITS or ITSAC; schools and cities nationwide use TIPS or TXShare.
Define Your Scope
Contact the MVS360 procurement team to discuss your agency's needs. We will help you draft a Statement of Work (SOW) or a requirements summary that maps your project to the appropriate contract line items.
Request a Quote
MVS360 provides a formal quote referencing the cooperative contract number, line items, pricing, and terms. This quote is the basis for your Purchase Order — no additional competitive bidding is required.
Execute a Purchase Order
Your procurement office issues a Purchase Order (PO) or executes a Statement of Work referencing the applicable cooperative contract. For TIPS purchases, a simple interlocal agreement may be required if your entity is not yet a TIPS member.
Kick Off Your Project
Once the PO is executed, MVS360 initiates onboarding, schedules a kick-off meeting, and assigns your dedicated implementation or support team. Most projects begin within two weeks of award.
